imho Google are contributing to the community.
It is their business what they would like to support.

Frequently businesses support projects which are useful to their own
organisations.
Google  do contribute more broadly than that.

Instead of critiquing Google we could be saying that this is a great
program and encouraging other partners to do a Summer/Winter etc of
code.
